Scout Advancement Process

There are four steps in advancement:

  • Preparation
  • Examination
  • Review
  • Recognition

Preparation

A boy, knowing what is required of him, prepares to earn a requirement through his participation in regular Scouting activities of the unit. His preparation can be done on his own as well or with the help of his fellow Scouts from his unit or Patrol/Crew.

Examination

Once a Scout believes he is ready, he presents himself to be examined for a requirement. The requirement should be taken at face-value, that is, if it stated that he should "Explain" he should do no more, or no less, than explain what needs to be explained, if it stated "Demonstrate" he should do no more, or no less, than demonstrate what needs to be demonstrated. The examination is not a formal examination such as those done in school.

A Scout can be examined by members of his Patrol/Crew or Troop/Outfit who have already earned the badge he is being examined for. In the case of a Merit Badge, he should only be examined by the Merit Badge Counselor or those the Merit Badge Counselor accepts as examiners.

Once the Merit Badge Counselor signs off the application, the boy can now appear before a board of review for the Merit Badge.

In the case of advancement ranks, the boy must also undergo a conference with the Troop Leader/Outfit Advisor. This is an informal conference where the unit leader does a check-up on the Scout on he is doing and get a feedback from the Scout if he is enjoying himself in the program. When the unit leader is satisfied with the Scout's progress, he signs off for the boy to appear before a board of review.

Review

The Board of Review is a panel of adults who are considered friend of Scouting. They can be members of your Institutional Scouting Committee, a member of the parish the Scout goes to, or other adults who cares about the boys progress. Their duty to to make sure that the boy is getting the most out of his Scouting advancement. It is not their place to test the Scout or find faults in him. They will however, make the ultimate decision on whether the Scout is conferred the badge.

Once the Board of Review confers the badge on the Scout, the unit must report this to the local council at the soonest possible time for recording and issuance of certificates.

Recognition

A Court of Honor ceremony is to be arranged to present the Scout with his new Merit Badge or Rank. Parents and friends of the Scout should be invited to attend and make this ceremony a special event.

Eagle Scout Awards, the highest advancement award in Scouting, should be presented on its own special Court of Honor.

These are the advancement ranks for both the Boy Scout and Senior Scout programs of the Boy Scouts of the Philippines. Boy Scouting is not a pre-requisite for Senior Scouting and a Boy Scout is not required to go through Senior Scouting to achieve the rank of Outdoorsman Scout. Trail to Eagle is merely my personal way of categorizing the common ranks between both programs.

Note that under the Trail to Eagle section, some requirements relating to merit badges and specialist ratings becomes unworkable due to poor planning on the part of our national council's program department. Let me explain why.

Eagle Scout Anahaw Award

After a Scout has earned the Eagle Scout Rank and before reaching the age of 17 years, he can go on to pursue the Anahaw Award. In addition to the 21 Merit Badges for the Eagle Scout Rank, the Anahaw Award may be granted as follows:

  1. For any 2 additional Specialist Rating after earning the Eagle Scout Rank - Bronze Anahaw Award.
  2. For any 2 additional Specialist Rating after earning the Bronze Anahaw Award - Silver Anahaw Award.
  3. For any 2 additional Specialist Rating after earning the Silver Anahaw Award - Gold Anahaw Award.

The Bronze Anahaw Award shall be given only after at least three-(3) months of active Scouting as an Eagle Scout. Subsequent Anahaw Awards may be made at intervals not less the four-(4) months of tenure following the conferment of an Anahaw Award of lower grade.

How To Earn Meritbadge

  1. Determine what Merit Badge is required.
  2.  

  3. If it is an elective - select the one that interests you the most from the Specialist Rating you've selected.
  4.  

  5. After you have identified the Merit Badge you need or want, tell your Troop Leader/Outfit Advisor. He/she will help you fill up the Merit Badge Application Form and sign it.
  6.  

  7. Your Troop Leader/Outfit Advisor will tell you who your Merit Badge Counselor is and will introduce you to him.
  8.  

  9. You will have two or more meetings with your Merit Badge Counselor.
    1. During your first meeting with your Counselor he/she will explain the subject and explains what he/she knows. He/she will suggest books or pamphlets you can read. He/she may also assign you a project to do on your own at home. He/she will set a second meeting with you. If at anytime you need help he/she will be available.
    2. During the second meeting you will bring your completed project (if assigned one) and the Counselor will discuss with you and try to find out if you have accomplished the requirements that is set for the merit badge. If he/she believes that you have completed the merit badge, he will sign your application and certify that the requirements for the Merit Badge has been completed.
    3. If the Counselor is not satisfied or if the requirements were not completed, he/she will determine the difficulties you are experiencing and advise you on what to do. He/she will then set another meeting (similar with "b"). The counselor will continue to set additional meetings until the merit badge is completed.
                     
  10. Return the Application Form to your Troop Leader/Outfit Advisor who will then schedule you to appear before a Board of Review.

  12. Present yourself to the Board of Review. Bring with you your completed project (if any) and other works you've done for the merit badge.
  13.  

  14. In due time you will be presented your Merit Badge at an appropriate ceremony.
